There was a common idea that the inner planets were much younger than the outer ones, e.g. Mars was older than Earth and Venus was younger, it might be derived from that.

Didn't Heinlein have something like that as late as the 1950s? Although it doesn't fit with the Jeans model. But I vaguely recall there was some notion of the Sun throwing off planets periodically that migrated outwards.
